Tendering procedures: Open, selective, calling for bids or private contract

The Federal Act on Public Procurement provides for various tender procedures: open, selective, calling for bids or private contract.

Four tender procedures are provided for in the Federal Act on Public Procurement.

  • The open procedure. During this procedure, a public call for tenders is launched and any tenderer may submit a tender.
  • The selective procedure. During this procedure, interested tenderers may submit a request to take part. Only those tenderers selected by the awarding body can then submit a tender.
  • The call for bids procedure. During this procedure, no public call for tenders is launched. The awarding body sends a direct request to a minimum of three tenderers, asking them to submit a tender.
  • The private contract procedure. During this procedure, no public call for tenders is launched. The awarding body awards a contract directly to a tenderer, giving the reasons for this exception.
